Compliance requirements

As of the tender submission deadline, the bidder must not have national tax arrears of EUR 100 or more, unless the arrears have been deferred and payments are being made according to the approved schedule. For an Estonian bidder, the contracting authority will verify this using Tax and Customs Board data; a foreign bidder must, upon request, provide a certificate from the competent authority of its country of establishment or an equivalent confirmation. The bidder must have submitted its latest completed annual report to the commercial register by the statutory deadline. For a foreign bidder, compliance is assessed according to the reporting obligations applicable in its country of establishment; upon request, the bidder must provide the relevant confirmation or a register extract.

Qualification criteria and exclusion grounds

During the 60 months preceding the tender submission deadline, the bidder must have properly completed at least two contracts involving the casting of a concrete floor for an industrial or production building, with a floor area of at least 500 m² per site. For each reference, the bidder must provide the project name and location, floor area, concrete class, year of completion, client name, and the name, telephone number and email address of the client contact. If relying on another entity’s capacities, the bidder must prove that the relevant resources will be available for contract performance. The contract must be performed by a site manager who, during the preceding 60 months, has managed at least two concrete-floor casting projects for industrial or production buildings, each with an area of at least 500 m², as a site manager or responsible specialist. The bidder must provide the site manager’s name and contact details and information for each project, including location, area, concrete class, year of completion, role and client contact. The site manager may be employed by the bidder or a subcontractor, or otherwise contractually linked to the bidder; replacement during the contract requires the contracting authority’s prior written consent. The tender must cover all four work packages. Partial or alternative tenders are not permitted. The bidder must describe the demolition method, equipment and waste handling; a production-floor solution meeting at least the 1,200 m² scope, 200 mm nominal thickness, C30/37 concrete class, moisture insulation and the specified forklift and rack loads; the manufacturer, model and technical data of the overhead doors; and a lighting and cabling solution achieving at least 300 lux in the production room. The floor must comply with the BÜ7:2018 guidance and EVS-EN 13670 and EVS-EN 206 standards, or equivalent requirements. Flatness must be ±3 mm per 10 m and the maximum permitted crack width is 0.3 mm. At least 10 working days before concreting starts, the bidder must submit the floor structure and materials description, joint plan, sub-base preparation solution, work technology and quality-control plan. The bidder must inspect the site on 10 September 2026 between 10:00 and 14:00 after prior registration. The tender must be submitted using the required price form in euros exclusive of VAT, with all related costs included. The works must be completed no later than 31 January 2027. Minimum warranties are 60 months for the floor, 36 months for construction works and 24 months for the overhead doors and their mechanisms.
