Development and delivery of the online course “Basic Strategic Foresight Training” and strategic foresight workshops

A bidder will be excluded from the procedure and no contract will be awarded to it if it has outstanding state tax, payment or environmental charge liabilities, or outstanding tax or social security contributions under the laws of its country of establishment. This requirement applies to all lots.

The bidder must submit an initial plan and technical implementation description for the basic training, including the online course structure, learning outcomes, topics, learning activities, practical elements, estimated scope, method for recording completion, format for handing over the online course, and the technical prerequisites for its use. The bidder must also submit an initial workshop plan describing the objectives, topics, preliminary agenda, methods, organisation of practical activities, participant engagement and division of trainers’ responsibilities. The bidder must name the team responsible for performing the contract. At least one team member must hold at least a master’s degree; a doctoral degree or at least four years of research experience is recommended. As a whole, the team must have substantive knowledge and practical experience in strategic foresight, futures thinking or equivalent strategic analysis methods; in developing adult training or learning content, including online, self-paced, e-learning or video-based materials; in training or mentoring adult learners or the target group; in designing and leading workshops, practical discussions or co-creation processes; in applying foresight methods in practical collaborative settings; and in working with target groups in the public sector, policy-making, strategic planning, or research and innovation policy. The bidder must submit a description of the team structure and cooperation arrangements, together with a CV and confirmation for each team member. The bidder must submit an unconditional tender and confirm acceptance of the conditions in the tender documents. In a joint tender, an authorisation document for the joint bidders must be included. Any trade secrets must be identified and justified; the tender price and relevant numerical figures used for evaluation may not be classified as trade secrets.
