Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the ESPD. The notice includes, among others, convictions for corruption and participation in a criminal organisation, and the bidder may have to provide details, dates, reasons and evidence of self-cleaning where applicable. The machine-readable notice does not contain the full list in the excerpt shown, so the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have a valid community transport operating licence issued by the Estonian International Road Carriers Association (ERAA) under the Public Transport Act, proving the right to organise paid domestic and international occasional carriage. The bidder’s net turnover for each of the last 3 financial years must have been at least EUR 60,000. For the multi-award framework agreement, the bidder must also confirm that the service offered complies with all tender document requirements, submit the required power of attorney if the signatory is not authorised in the register, and provide a joint tender power of attorney and ESPDs for all partners if submitting a joint tender. The bid must remain valid for at least 3 months from the tender submission deadline. The price form must be completed in euros, excluding VAT, with up to two decimal places, and the prices for part 2 are fixed for the whole framework agreement period.
