Compliance requirements
The contracting authority will check the successful tenderer for the exclusion grounds under § 95(1) of the Estonian Public Procurement Act and may request relevant supporting documents before contract signature if the information is not freely available from registers. The tenderer must confirm that none of these exclusion grounds apply and must be prepared, if necessary, to provide a reasoned explanation of any self-cleaning measures taken. Neither the tenderer nor its team may have participated directly or indirectly in preparing this procurement in a way that creates a competitive advantage. There must also be no conflict of interest. The tenderer must not be subject to bankruptcy or liquidation proceedings. If an exclusion ground applies, the tenderer may provide evidence of measures taken to restore its reliability to the extent permitted by law and the tender documents.
Qualification criteria and exclusion grounds
The ESPD contains no separate financial or technical selection criteria for the company, but the compliance requirements specify qualifications for the proposed team and documents to be submitted. The learning designer-production coordinator must have created at least two self-paced e-courses during the last three years, each with a duration of at least 8 academic hours. The person must be able to work with the Articulate Rise content management platform and demonstrate adult-training competence through a valid adult trainer qualification, education in adult-learning methodology, or training delivered to adults during the last five years in accordance with adult-learning principles. The video and audio producer must have experience with at least one full educational video production, including audio processing.
The tender must include a signed CV of the learning designer-production coordinator describing previous e-courses, their duration and creation date, experience with Articulate Rise, and adult-training competence. It must also include a signed CV of the video and audio producer describing a previously created educational video. In addition, the tenderer must submit a completed draft curriculum using the contracting authority’s form and a detailed initial concept for the e-course content demonstrating a clear, logical and comprehensive structure and the achievement of the procurement objectives. The price must be submitted in the prescribed format. Conditional tenders are not permitted. Where equivalence is relied upon, it must be explained and supported with evidence where necessary. In a joint tender, a power of attorney for the joint tenderers must be submitted. No specific turnover threshold or other separate company-level financial qualification requirement is stated in the notice.
