Handling of waste collected through organized waste collection in Sillamäe during 2027–2030

The bidder must confirm that neither it nor its representatives, management or supervisory board members are subject to the exclusion grounds. These include final convictions for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and the use of child labour or other forms of human trafficking. Exclusion may also apply in cases of tax or social security debt; breaches of environmental, social or labour-law obligations; bankruptcy, liquidation, insolvency or a similar situation; assets being administered by a liquidator or court; suspended business activity; serious professional misconduct; anti-competitive agreements; conflicts of interest; involvement in preparing the procurement that created an unjustified advantage; serious or repeated breaches of previous contracts; and the submission of false information or failure to provide required documents. The bidder must separately confirm that entering into the contract would not breach an international or Estonian sanction and that the company or its responsible persons have not breached requirements concerning the employment of unlawfully staying foreign nationals or committed tax offences. For tax and social security obligations, the stated threshold is EUR 0. Where applicable, the bidder must provide explanations, details of electronically available evidence, and information about measures taken to restore its reliability.

The procurement is divided into two lots. A bidder may submit an offer for both lots, and contracts may be awarded to one bidder for up to two lots. For Lot 1, the bidder must have handled at least 3,000 tonnes of mixed municipal waste per year during the 36 months preceding the start of the procurement. This includes the disposal and recovery of mixed municipal waste, including energy recovery. The bidder must provide the relevant information in the ESPD and submit waste reports filed with the Environmental Board during the last 36 months, or a list of waste reception contracts containing the required information. For Lot 2, the bidder must have handled at least 500 tonnes of biodegradable waste per year during the 36 months preceding the start of the procurement. Handling means composting or biogas production. The bidder must provide the relevant information in the ESPD and submit waste reports or a list of waste reception contracts. In addition, the bidder must submit a certificate for a product made from biodegradable waste, or written confirmation that the certificate has been applied for. A certified product must be produced by 1 May 2027, and the certificate must be available throughout the contract period. The tender must contain all required documents and forms, the price list for paid additional services, and the applicable price submission form 7.1 or 7.2. The price must be stated in euros both excluding and including VAT, to two decimal places, and must include all costs, taxes, fees, overheads and profit necessary to perform the contract. Conditional tenders are not permitted. A power of attorney is required where the signatory’s authority does not arise from law; joint tenderers must submit a power of attorney for their representative. Where subcontractors are used, their share must be stated and their consent submitted. A separate ESPD is required for subcontractors whose capacity is relied upon.
