Purchase of medicines according to List I

The bidder and its management body members must not have been convicted in the last 5 years, or while any disqualification period in the judgment is still in force, for participation in a criminal organisation, corruption, fraud, or other exclusion grounds listed in the ESPD. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. Under the compliance conditions, the bidder must also confirm that it will not use subcontractors or suppliers for more than 10% of the contract value if they are Russian citizens, residents or entities established in Russia, or if they are more than 50% owned or controlled by such persons or act under their instructions. The machine-readable notice did not include all precise exclusion grounds; the official tender documents must be checked for the full list if needed.

The bidder must prove that it has completed at least 3 sales contracts in the last 36 months for the medicine of the relevant lot or an equivalent supply. Experience must be shown separately for each lot, confirming that the supplied goods matched the active substance and dosage form specified for that lot. The tender documents list the specific medicines and forms for which experience is required. The bid must be submitted using the attached price offer form, and conditional bids are not allowed. If the bid is submitted as a joint bid, a power of attorney from the joint bidders must be attached. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
