Compliance requirements
The bidder must confirm the mandatory exclusion grounds listed in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of trafficking in human beings. If an exclusion ground applies, the bidder may be allowed to show self-cleaning measures where the tender documents and applicable law permit it.
Qualification criteria and exclusion grounds
The bidder must be registered in the business register of its country of establishment. A bidder established in Estonia is checked by the contracting authority in the Estonian Commercial Register; a foreign bidder must provide proof of registration if requested. The bidder must also hold a valid wholesale licence for medicinal products by the bid submission deadline. For the bid itself, the bidder must accept all tender document conditions, submit Annex 1 with all required highlighted fields completed, enter the unit price in euros with two decimal places excluding VAT, confirm that the offered goods are not subject to international sanctions and are not sourced from sanctioned areas, and indicate any business secrets with justification. If the bid is a joint bid, a power of attorney from the joint bidders must be attached.
