Compliance requirements
The tender documents include the standard exclusion grounds. A bidder must confirm that neither the bidder nor its managers, representatives or supervisory body members have been finally convicted in the last five years for the listed offences, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other mandatory exclusion grounds set out in the tender documents. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning where allowed by the documents or law.
Qualification criteria and exclusion grounds
The bidder must appoint qualified responsible persons for the design work. The person responsible for electrical design must have at least a Level 7 certified electrical engineer qualification, with specialisation in building electrical installations or electrical networks and systems, and competence in design. The design project manager must have at least a Level 7 certified road engineer qualification, with competence in design management, or an equivalent EQF/Estonian Qualifications Framework Level 7 qualification. The bidder must provide the names, qualifications and supporting details for these persons. The compliance documents also require the bidder to confirm that the bid is submitted by the legal or authorised representative, that a joint bid includes the required power of attorney and confirmations from all joint bidders, that reliance on another entity is supported by the required consent and documents, that the bid complies with the tender documents, and that equivalent solutions are identified and evidence of equivalence is attached where needed. The machine-readable notice does not give any further precise qualification requirements; any additional requirements must be checked in the tender documents.
