Compliance requirements
The bidder must confirm the mandatory exclusion grounds listed in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and other serious offences covered by the procurement rules. If an exclusion ground exists, the bidder may provide evidence of self-cleaning where allowed. The machine-readable notice does not contain the full list in a concise form, so the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must show that it has completed at least one similar contract in the last 36 months before the start of the procurement, in the field of sale and installation of a hydraulic crane, with a total value of at least EUR 20,000 excluding VAT. The bidder must provide the contract value, dates and the other contracting party. For the bid to be compliant, the bidder must have visited the vessel EVA-318 in advance and familiarised itself with the existing hydraulic crane system. The offered crane must meet the technical description in Annex 1, and the bidder must submit the manufacturer’s technical data sheet, overall dimensions drawing and lifting chart. The bidder must also hold a document issued by the crane manufacturer confirming the right to sell, install and carry out warranty work on the offered crane. The offered crane must be manufactured in Estonia, another EU Member State, another EEA contracting state or a country that is party to the WTO Government Procurement Agreement, and proof of this must be provided. The bidder must name any authorised persons who are not visible in the business register and provide their personal identification codes, or confirm that such persons do not exist. Joint bidders must appoint an authorised representative and, if the bid is joint, attach the power of attorney. The bidder must confirm that the bid fully complies with the tender documents, that any equivalence has been explained and supporting evidence attached, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
