If an exclusion ground applies, the bidder may be allowed to show self-cleaning measures where the law or the tender documents permit it. Qualification criteria and exclusion grounds
The tender documents require the bidder to confirm compliance with the tender conditions and to submit the required declarations in the ESPD and the compliance document. The bidder must confirm that the offered goods meet the tender documents, that any equivalent solution is documented if used, that the bid is unconditional, and that the bidder accepts the required bid structure for the price. The bidder must also confirm that it will not use subcontractors or suppliers subject to the Russian sanctions restrictions described in the compliance conditions, and that the offered goods are not subject to international sanctions or from sanctioned areas.
