Compliance requirements
At the time of submitting the bid, the bidder must not have outstanding national tax, payment or environmental charge debts, or tax or social security contribution debts under the laws of its country of establishment. The bidder must confirm this, and the contracting authority may verify the information in official registers and request supporting evidence if necessary.
Qualification criteria and exclusion grounds
The bidder’s average annual net turnover for the three financial years preceding the tender must be at least EUR 2,480,000. This must be demonstrated using Form 1, “Net turnover”.
Within the 60 months preceding the start of the tender, the bidder must have properly constructed at least one silo storage facility as the main contractor, with walls having a clear height of at least 4.0 metres from the surface of the base slab to the top. The requirement may also be met by constructing, as the main contractor, a load-bearing reinforced-concrete wall or another equivalent monolithic or prefabricated load-bearing structure at least 4.0 metres high as part of another building or structure. Form 2, “Reference”, must be submitted as evidence.
For contract performance, the bidder must provide a project manager with at least the qualification of a level 7 chartered civil engineer or equivalent professional competence, a site manager with at least the qualification of a level 6 chartered civil engineer or equivalent competence, and a water and sewerage engineer with at least level 6 or equivalent competence. The water and sewerage engineer will be responsible for designing the drainage and collection solution for silo effluent. Form 3, “Project manager and key personnel”, must be submitted.
The bidder itself must have an environmental management system implemented in the construction sector that complies at least with EVS-EN ISO 14001 or an equivalent requirement and covers the construction and design activities related to the contract. Reliance on another company’s capacity is not permitted for this requirement. The bidder must submit a valid ISO 14001 certificate issued by an independent certification body or a document proving the implementation of an equivalent system.
The bid must include the completed price submission form. A joint bid must include the power of attorney for the joint bidders, and reliance on another company’s capacity requires the form “Resources of another company”. The bid must comply with all tender document requirements, and conditional bids are not permitted.
