Construction of a nursing care home in Sillamäe with integrated social and healthcare services

The bidder must confirm that neither it nor persons involved in its management, representation or control are subject to the exclusion grounds under sections 95(1) and 95(4) of the Estonian Public Procurement Act. These grounds include, among other things, participation in a criminal organisation, corruption or fraud, unpaid taxes or social security contributions, breaches of employment-law obligations, bankruptcy, liquidation or insolvency proceedings, an unavoidable conflict of interest connected with the procurement, and serious or repeated breaches of previous public contracts resulting in termination, a price reduction, compensation or a contractual penalty. Where relevant, the bidder must describe remedial measures taken to demonstrate reliability and provide supporting evidence. The bidder must confirm that it will not use a subcontractor who would have to be replaced under the applicable law. It must also comply with international sanctions requirements and confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions.

The bidder’s average annual turnover for the last three financial years completed by the start of the procurement must be at least EUR 3,000,000. The bidder must provide turnover figures for 2023, 2024 and 2025; a bidder established outside Estonia must be prepared to submit a copy of its annual accounts. Within the 60 calendar months preceding the start of the procurement, the bidder must have designed at working-project stage and built two buildings comparable to the contract object, such as healthcare, social-care or other public buildings, each with a net floor area of at least 1,000 m². Construction includes erection, extension or reconstruction. The bidder must submit an overview of the reference projects and contact details for the previous clients. The contracting authority may ask a previous client to confirm proper contract performance. If relying on another entity’s references, the bidder must provide that entity’s digitally signed consent and its commitment to participate in performing the contract. The team must include different individuals as construction project manager and site manager. The project manager must be at least a level 7 chartered civil engineer or equivalent and must have acted as project manager in the performance of at least two comparable building contracts involving completed buildings with at least 1,000 m² of enclosed floor area. The site manager must be at least a level 6 construction manager or civil engineer, or equivalent, and must have acted as site manager in at least one comparable building contract. The reference buildings must have been completed and handed over to the client. CVs for the project manager and site manager must be submitted, and the contracting authority may request a confirmation letter from a reference project client. The team must also include specialists in indoor climate systems, high-voltage systems, low-voltage systems, and water supply and sewerage, each holding the relevant professional certificate. These specialists must provide signed consent to participate in performing the contract, and their details must be included in the supplementary tender documents. Where the bidder relies on the experience or personnel of other entities or subcontractors, the required written consents must be submitted. The tender must include a compliant work schedule, quantity table, price in the structure specified by the contracting authority, and bid security. The expected performance period is 9 calendar months, followed by 2 calendar months for processing occupancy-permit documentation. The bid security must be up to 1% of the estimated contract value, but not less than EUR 15,000, and must remain valid for the entire tender validity period. The bidder must also be able to provide performance security equal to 10% of the VAT-inclusive contract value and warranty-period security equal to 3% of the VAT-inclusive value of completed works.
