Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other mandatory exclusion grounds under Estonian procurement law. If an exclusion ground applies, the bidder may have to show self-cleaning measures and provide supporting evidence. The machine-readable notice did not include the full list in one place; the exact grounds and any recovery/self-cleaning rules must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have a project design responsible person in electrical engineering with at least a level 7 professional qualification: certified electrical engineer, level 7 (except initial qualification), or an equivalent EQF qualification, specialising in building electrical installations or electrical networks and systems, with a selected competence in design. The bidder must also have a project manager responsible for design with at least a level 7 professional qualification: certified civil engineer, level 7 (except initial qualification), with competence in design management, or an equivalent level 7 EKR/EQF qualification. The tender documents also require the bidder to submit the required confirmations, and if a representative is not the legal representative, a power of attorney must be provided. If the bidder relies on another entity's resources, the other entity must give written consent, meet the same qualification requirements for the relevant part, and have no exclusion grounds.
