Construction of an Isolation Block

The bidder must confirm that none of the exclusion grounds under section 95 of the Estonian Public Procurement Act apply to the bidder, its management or supervisory board members, or persons authorised to represent it. These grounds include, among other things, convictions within the last five years or a continuing exclusion obligation for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, illegal use of child labour, or human trafficking. The bidder must not have outstanding tax or social-security payment obligations and must not have enabled an unlawfully staying foreign national to work or breached the conditions for employing a foreign national in Estonia. Contract award must also not breach an international or Estonian sanction. The bidder may not use subcontractors or suppliers accounting for more than 10% of the contract value if they are Russian citizens, residents, or entities established in Russia; are more than 50% directly or indirectly owned by such persons or entities; or represent or act on their instructions. The bidder must also confirm that it will not use a subcontractor that would have to be replaced under the law. First-tier subcontractors will be checked during contract performance; they are not required to submit a European Single Procurement Document.

The bidder, a joint bidder, or a subcontractor responsible for low-voltage works must hold a classified-information processing clearance issued by the Estonian Internal Security Service at CONFIDENTIAL level or higher and a computer-systems accreditation compliance certificate issued by the Foreign Intelligence Service at CONFIDENTIAL level or higher. These authorisations must remain valid throughout the procurement and contract period; if access expires, a new application must be submitted early enough to avoid any interruption. During the 60 months preceding the start of the procurement, the bidder must have properly completed, as main contractor, at least one comparable design and construction project for a warehouse, accommodation building or barracks, public building, or office building with a closed net floor area of at least 750 m². The design must have covered at least the working-design stage. The bidder must provide confirmation from the client's legal representative or contract contact person and submit Form I of Annex 1 to the procurement documents. If relying on another person's resources, the bidder must provide that person's written and signed consent and ensure that person participates directly in contract performance to the extent relied upon. The team must include qualified responsible persons at least in the following roles: responsible chief project manager – construction engineer, level 6 or higher, specialising in building construction and construction activity management; design manager – chartered construction engineer, level 7 or higher, with design management competence; structural designer – chartered construction engineer, level 7 or higher, specialising in building construction and competent to prepare building construction projects; electrical systems designer – electrical engineer, level 6 or higher, with the required building electrical-installation design competence; external water supply and sewerage designer – chartered engineer, level 7 or higher; heating, ventilation and cooling designer – chartered engineer, level 7 or higher; low-voltage works manager – security-systems designer, level 6, with alarm-system and fire-alarm-system design competences and at least CONFIDENTIAL classified-information access; and low-voltage installation or site manager – responsible security-systems specialist, level 5, with alarm-system and fire-alarm-system installation and maintenance competences and at least CONFIDENTIAL classified-information access. The responsible persons must be listed using Form II of Annex 1. The persons used for design and system integration must hold valid manufacturer factory-training certificates for the InnerRange Integriti and Esser systems. Certificates or equivalent evidence must be submitted. If relying on a subcontractor's specialist, the bidder must provide confirmation that the specialist will be used and signed consents from the relevant company and specialist.
