Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including final convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning, and the notice also refers to electronic availability of evidence where applicable. The exact list continues in the tender documents and must be checked there.
Qualification criteria and exclusion grounds
The tender documents require the bidder to submit the tender in Estonian and to attach the completed technical description form for the relevant lot. The bid must be unconditional and must comply with all tender document requirements; equivalence must be explained and supporting evidence attached where relevant. The bidder must also confirm the delivery time in calendar days, the price structure requested in the pricing sheet, and that the offered goods are not subject to international sanctions. For this procurement, the machine-readable notice does not show precise financial turnover, reference experience, staff or certificate requirements; these must be checked in the official tender documents.
