Compliance requirements
The bidder must confirm in the European Single Procurement Document that neither the bidder nor its management, administrative or supervisory body members, nor other persons authorised to represent or control it, are subject to exclusion grounds. These grounds include final convictions within the last five years, or an ongoing exclusion obligation, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or other forms of human trafficking.
The bidder must not have breached its obligations to pay taxes or social security contributions. The stated threshold for both obligations is EUR 0, although under Estonian law a tax debt certificate is generally not issued, among other cases, where the debt is below EUR 100 or payment has been deferred.
The contracting authority will also check breaches concerning the employment of a foreign national residing in Estonia without a legal basis, the application of international sanctions, and any bidder location or residence restrictions set out in the tender documents. The required declarations and, where applicable, supporting evidence must be provided for all exclusion grounds. If an exclusion ground exists, the bidder may describe measures taken to restore its reliability where the applicable self-cleaning option is available in this procurement.
Qualification criteria and exclusion grounds
The tender is divided into 16 lots, and bids may be submitted for all lots. For each lot in which services are offered, the bidder must provide a team of at least two group leaders and one project manager.
- Each group leader must have at least 2 years of cumulative experience working with children and families and must have completed the basic “Incredible Years” group leader training or equivalent training. If equivalent training is relied on, a copy of the certificate and an explanation of equivalence must be submitted.
- The project manager must have managed at least two projects in the social or training sector during the 60 months preceding the start of the procurement. The projects must have ended within that 60-month period, although they may have started earlier.
- Signed CVs must be submitted for all named team members. If one person performs both the group leader and project manager roles, that person must meet the requirements for both roles.
- The regional calculation and bid form must state, for each local authority, the number of groups the bidder is prepared to deliver under both the main and follow-up programmes, as well as the areas where groups will be delivered in Russian.
- For each lot in which services are offered, the bid must include a sustainability and cost-efficiency plan covering the group leader deployment model, cost-efficient use of premises, cost-efficient catering and childcare arrangements, opportunities to share resources between local authorities, and other proposals that reduce costs without lowering service quality.
- The bid must include the activities and schedule for the training preparation period and the training delivery schedule. Conditional bids are not permitted, and the bid must comply with all tender documents.
- Unless the bidder is a local authority, it must confirm that a local authority will be involved in performing the tasks referred to in points 3.6 and 3.7 of the technical specification. A local authority bidder must confirm that it will perform those tasks itself.
- In a joint bid, a power of attorney for the joint bidders must be submitted. The bidder must also provide details of authorised persons who may represent, control or make decisions for the bidder but are not visible to the contracting authority in the commercial register, or confirm that no such persons exist.
