Compliance requirements

The bidder must confirm the standard exclusion grounds, including no final convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion situations set out in the tender documents and Estonian procurement law. If an exclusion ground exists, the bidder may have to provide evidence of self-cleaning, where allowed. The machine-readable notice also includes sanctions-related confirmations concerning subcontractors and suppliers.

Qualification criteria and exclusion grounds

The bidder must show annual turnover from motorboat sales of at least EUR 100,000 in each of the last three completed financial years before the start of the procurement procedure. The bidder must provide turnover data for the last three completed financial years and, if requested, supporting evidence if the data are not available from public registers. Within the 36 months before the start of the procurement procedure, the bidder must have completed at least three motorboat sale contracts, each worth at least EUR 40,000 excluding VAT. The list must include the contract values, signing dates and information on the other contracting parties. The bidder must submit a general plan of the offered rescue motorboat and three-dimensional visualisations showing the exterior. The tender must be prepared in Estonian, and foreign-language documents must be submitted together with an Estonian translation. Appendix 1 technical description must also be completed and submitted. The bidder must have at least one manufacturer-approved and/or authorised service point in Harjumaa for maintenance, warranty and repair work for the offered motorboat, and the contact details of that service point must be provided. The machine-readable notice did not include any other precise qualification or compliance requirements; the remaining requirements must be checked in the tender documents.
