The bidder must confirm that neither it nor the members of its management body have been convicted of participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, and that no other exclusion grounds apply. If an exclusion ground exists, the bidder may in some cases provide evidence of self-cleaning measures to restore reliability. First-tier subcontractors are checked, and the bidder also confirms that it does not engage subcontractors who would have to be replaced under the rules.
