Compliance requirements
The bidder must confirm that neither it nor the members of its management, governing or supervisory bodies have been convicted in the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. The bidder must also confirm that its place of residence or establishment is not in the Russian Federation or the Republic of Belarus and that sanctions-related restrictions do not prevent participation. If an exclusion ground applies, the bidder may submit self-cleaning measures where allowed by the tender documents. The machine-readable notice did not include any more precise exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have had annual net turnover of at least EUR 600,000 in each of the last three completed financial years before the start of the procurement. The bidder must also have completed at least 1 contract in the last 60 months before the contract notice date, where the subject was both: 1) construction of a wood-chip or pellet boiler house with a capacity of at least 2 MW, and 2) direct production and sale of heat energy. The bidder must provide the contract details in the ESPD, including the contract partner’s name and contact details, the subject of the contract and the contract period. If the contract was awarded through a public procurement procedure, the procurement reference number must also be provided. The bid must include the required Form 2 participation application, the list of documents protected as trade secrets with justification, the price form in Form 3, the equivalence confirmation in Form 3, Form 8 for joint bidders if applicable, and confirmations regarding sanctions and the origin of the offered goods.
