The contracting authority will exclude a bidder if the bidder or, where applicable, a joint bidder meets the exclusion grounds referred to in Section 95(1) or 95(4) of the Public Procurement Act. As a preliminary proof, each joint bidder must submit a declaration that no exclusion grounds apply (Form I). The machine-readable notice did not include the full list of exclusion grounds, so they must be checked in the tender documents.

The bidder must confirm that it meets all qualification requirements set out in the procurement documents and must be ready, within five working days of receiving a relevant request, to submit the bid forms and supporting evidence proving compliance with the qualification requirements. The exact qualification requirements are referred to in Part I, point 10 of the tender documents, so they must be checked there.
