Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation participation and corruption. If an exclusion ground applies, the bidder may provide evidence of self-cleaning, where allowed by the procurement documents or applicable law. Qualification criteria and exclusion grounds

The bidder must submit the required technical description and price breakdown form, technical documentation for the offered reagents and, where relevant, equipment, and all documents needed to verify compliance with the technical specification. Conditional bids are not allowed. The bidder must also confirm that the bid is submitted by an authorised representative, and if applicable, attach a power of attorney or joint bidders’ authorisation. The bidder must confirm that the offer complies with the tender documents, that any equivalent solution is explained and evidenced, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. For Lot 1, the bidder must provide samples of the offered products to Paldiski mnt 68 (the laboratory) within ASAP, but no later than 10 calendar days after the request, in the quantity required in Form 2. The samples must be the same products as in the bid, numbered by parts, and the box must be labelled with the tender name, reference number, bidder name and contact person Anu Aasmaa, tel. 513 4981.
