Compliance requirements
The tender documents include the standard exclusion grounds, mainly criminal convictions such as participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorism-related offences. If an exclusion ground applies, the bidder may be allowed to prove self-cleaning measures where the law or the tender documents permit it. The exact exclusion grounds and any bidder confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must show an average annual turnover of at least EUR 1,750,000 per year over the last three completed financial years before the start of this procurement, i.e. at least EUR 5.25 million in total over three years. If the bidder has operated for less than three years, the average turnover is calculated over the period of activity.
The bidder must have completed at least 1 similar construction contract as main contractor within the last 60 months. A similar contract means construction, major reconstruction or reconstruction of a hospital building or part of it, where the closed net floor area of the works or reconstructed part is at least 200 m2. The reference must include the client, object, net floor area and procurement reference number, if available.
The bid must include the completed price form. The bidder must confirm that it has visited the place of performance and reviewed the performance schedule, that the bid is signed by an authorised signatory, and that a power of attorney is attached if needed. In a joint bid, the joint bidders' power of attorney must be attached. The bid must comply with the tender documents, conditional bids are not allowed, and any equivalent solution must be explained and evidenced if used.
