Compliance requirements
The bidder must confirm that neither the bidder nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or offences related to the commission of a terrorist act or terrorist activity. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures taken to restore reliability. The ESPD also asks whether this information is electronically available, and where relevant a reference, code and issuer must be provided. The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The tender must comply with the technical specification set out in the tender documents. The vehicle must be a new articulated loader with a telescopic boom and working attachments. Under the compliance requirements, the bidder must submit the technical specification document, a warranty confirmation stating at least a 2-year or 1,000 operating-hour warranty, and a confirmation that the delivery time will not exceed 1.5 months from the signing of the purchase agreement. Conditional tenders are not allowed, and the bidder must confirm that the goods are not subject to international sanctions and do not originate from sanctioned regions.
