Provision of cleaning services at Mäealuse 2/2, Tallinn, from 1 November 2026 to 31 October 2029

The bidder must confirm that neither the bidder, its management or supervisory board members, nor persons authorised to represent, control or make decisions on its behalf have received a final conviction within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or child labour or human trafficking offences. The check also covers the other criminal and national exclusion grounds listed in the procurement passport. The bidder must not have outstanding taxes or social security contributions. It must not be bankrupt, in liquidation, subject to insolvency proceedings or in a similar situation; its assets must not be administered by a liquidator or court, and its business activities must not be suspended. Exclusion may also result from serious breaches of professional conduct, environmental, social or labour law, anti-competitive agreements, conflicts of interest, an improper advantage gained through involvement in preparing the procedure, serious breaches of previous public contracts, or the submission of false information or failure to provide required documents. The bidder must also confirm that it is not subject to international sanctions and has not breached requirements concerning the lawful employment of foreign nationals. Russian-related sanctions must be observed: subcontractors or suppliers falling within the specified restrictions may not account for more than 10% of the contract value. Where an exclusion ground applies, the contracting authority may, where legally permitted, assess measures taken to restore reliability, but the bidder must disclose the circumstances and supporting evidence in the procurement passport.

Within the 36 months preceding publication of the contract notice, the bidder must have properly completed at least 2 contracts. Under each contract, the bidder must have cleaned more than 3,000 m² for at least 6 consecutive months and carried out activities covered by EVS 807:2024 code 330, “Indoor cleaning and maintenance”. The bidder must submit a contract list stating the contract dates, client name and contact details, cleaned area, service period and activities performed. The list may not be supplemented after the tender submission deadline. A framework agreement alone cannot be used as a reference, but a contract concluded under a framework agreement may qualify if it meets the requirements. The bidder must also identify at least one contract completed during the previous 36 months in which cleaning agents bearing the EU Ecolabel for hard-surface cleaning products, or another EN ISO 14024 Type I ecolabel officially recognised in the European Union, were used. The contract description, cleaning agents used and client contact details must be provided. A site visit to Mäealuse 2/2, Tallinn, is mandatory before submitting a tender. The visit must be arranged with Kairi Sule at kairi.sule@smit.ee; a tender from a bidder that has not visited the site will be disregarded. The bidder must provide a foreman responsible for organising service delivery at the site and experienced in managing similar contracts. The prescribed CV in Annex 4.2 must be submitted. Previous responsibility must, if requested, be evidenced by a client confirmation, contract or client-signed contract document. If the professional qualification was obtained abroad, recognition by the competent Estonian authority must be provided. The tender must be unconditional and remain valid for 4 months. The detailed price table in Annex 4.3, the company, signatory, contact person and bank account details required for the contract, and, where applicable, a power of attorney for a joint tender must be submitted. The successful bidder must provide a copy of its civil liability insurance policy within 7 days after contract signature and, if the policy does not cover the entire contract period, a replacement policy 7 days before the previous policy expires. The bidder, joint bidders and subcontractors must be established or resident in Estonia, an EU or EEA country, or a country party to the WTO Government Procurement Agreement. Before service commencement, the service personnel must receive environmental training and evidence of the training must be submitted. During contract performance, the bidder must establish a monitoring procedure and record, at least once every four months, the use of cleaning agents, equipment, water and waste, while ensuring low environmental impact. This requirement may alternatively be met through a certified ISO 14001 or EMAS environmental management system or a suitable ecolabel, supported by the relevant evidence. All cleaning agents must comply with criteria 1 and 4 of the EU Ecolabel criteria for hard-surface cleaning products. A product list and an ecolabel certificate or conformity audit must be submitted. Hand soap must comply with the EU Ecolabel requirements for rinse-off cosmetic products, and tissue products must comply with an EN ISO 14024 Type I ecolabel or an equivalent European standardisation organisation standard. Lists and certificates or conformity audits must also be submitted for these products. If an equivalent solution is used, the equivalence and supporting documents must be clearly demonstrated.
