Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or terrorist offences related to a terrorist act or terrorist activity. If such a ground applies, information on the conviction and, where relevant, evidence of self-cleaning measures must be provided. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have prepared at least 3 road maintenance plans or road network development plans of similar scope within the 36 months before the start of the procurement. A list of contracts must be provided, including the periods of performance, values, a short description, scope and the names of the clients. The team must include a certified road engineer whose professional qualification covers road construction and maintenance and/or bridge construction and maintenance. GIS capability and know-how are also required. The bid must comply with the procurement documents, and where necessary, explanations and evidence of equivalence must be attached. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached.
