Compliance requirements
The bidder must confirm that neither the bidder nor the members of its management, governing or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions, and that subcontractors or suppliers linked to the Russian Federation do not account for more than 10% of the contract value in performance of the contract.
Qualification criteria and exclusion grounds
The bidder must have an annual net turnover of at least EUR 100,000 in the last financial year ended by the start of the procurement. For joint bidders, the figures may be added together. The bidder must provide a list of contracts for the sale or leasing of vehicles that meet the contracting authority’s specified characteristics and were performed within the 36 months before the start of the procurement. On request, the bidder must provide a buyer’s confirmation showing that vehicles were sold or leased under the contract, together with the contract performance period and the value of performance excluding VAT. If the bidder relies on another entity’s resources to prove financial or technical and professional capacity, the bidder must also provide details of that entity and, on request, the other entity’s consent form confirming the permitted turnover reliance, the availability of financial resources if needed, and joint liability for the part of the contract performance covered by those resources. The bidder must also confirm compliance with the technical description for the relevant lot and submit the completed technical description form, with any additional drawings, schemes, brochures, specifications or manufacturer website data if available.
