Compliance requirements
The bidder must confirm that neither the bidder nor the members of its management, administrative or supervisory bodies, nor persons with representation powers, have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, the use of child labour or other forms of trafficking in human beings, participation in a criminal organisation, commission of a terrorist act or offences related to terrorist activity, or any other exclusion grounds listed in the ESPD. If an exclusion ground applies, evidence of self-cleaning measures must be provided where permitted. The bidder must also confirm that no subcontractor subject to replacement will be used in performing the contract.
Qualification criteria and exclusion grounds
The bidder must have prior experience in similar construction works. In the 60 months before the contract notice was published, the bidder must have properly completed at least one construction contract similar to the subject of this procurement, where the subject was the construction or reconstruction of a building. The similar work must have included at least one room or room group requiring washable and disinfectable finishing materials, room-specific ventilation and/or pressure regime solutions, enhanced filtration or a separate ventilation solution compared with ordinary office, residential or general-use spaces, consideration of medical, veterinary, laboratory, procedural or other special equipment systems, and measurement, adjustment and documentation of the completed technical systems. The contract must have covered at least 400 m² of reconstructable or extendable area. The bidder must submit a list of projects with the client’s contact details, and if the contracts were awarded through public procurement, also the procurement reference number. On request, the bidder must provide a client confirmation that the works met the conditions stated in the ESPD and were performed properly. In addition, the contract performance team must include designers with the required professional qualifications, including at least a chartered civil engineer level 7, a chartered electrical engineer level 7 with at least B-class competence for electrical design, a fire safety expert level 6, a security systems designer level 6, a chartered architect level 7, a chartered heating, ventilation and cooling engineer level 8, a chartered automation engineer level 7, and a chartered water supply and sewerage engineer level 7 or equivalent qualification as specified in the tender documents. The bidder must also confirm compliance with the required bid form, the mandatory site visit, the warranty period of at least 36 months, and the required warranty security.
