Compliance requirements
The bidder must confirm the usual exclusion grounds: participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activity, money laundering or terrorist financing, and child labour or other forms of human trafficking. If any of these grounds apply, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any possible evidence must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least one road marking contract on a public road during the 36 months before the start of the procurement. A list of those contracts must be submitted with the dates, value and the other contracting parties; in a procurement procedure, the reference numbers must also be shown. To carry out the work, the bidder must have a line-marking specialist as the responsible person, with at least 2 years of experience in the works covered by the tender and at least applied or academic higher education in road construction. A CV for the responsible person must be provided, showing the timing, location and short description of previous work. When submitting the tender, the bidder must confirm that the tender complies with the procurement documents, and in the case of a joint tender, a power of attorney from the joint bidders must be included. The price table must be submitted in the prescribed form.
