Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender passport, including convictions for participation in a criminal organisation, corruption, fraud and terrorist offences. If an exclusion ground applies, the bidder may provide evidence of self-cleaning, where allowed by law or the tender documents. The machine-readable notice does not list any additional exclusion grounds beyond the standard ones, so the official tender documents should be checked for the full wording.
Qualification criteria and exclusion grounds
The bidder must have a total net turnover of at least EUR 80,000 in each of the last three completed financial years and must provide the turnover data for that period. The bidder must also have completed at least 3 vehicle sales contracts or capital lease/operating lease contracts during the 36 months before the start of the procurement and must submit a list of similar contracts. The successful bidder must provide evidence of compliance if requested by the contracting authority. The bid must be signed by the bidder’s legal or authorised representative; if the signatory is not a board member entered in the register, a power of attorney must be attached. Joint bidders must appoint an authorised representative and confirm joint and several liability. The bidder must submit the participation application, the price offer in the required structure, the vehicle technical data, the confirmation of compliance with the technical data, and a statement on trade secrets or confirmation that the bid contains no trade secrets. The bidder must also confirm that the bid complies with the tender documents and that any equivalence has been explained and supporting evidence attached.
