Construction of low-current systems for the headquarters and logistics centre of the Tartu unit of the Defence League

The bidder must confirm that neither it nor its management body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The contracting authority may also require confirmation that the bidder does not use a subcontractor who would have to be replaced under Section 122(7) of the Public Procurement Act, if applicable to the contract.

The bidder must have carried out at least 3 similar low-current system construction works as a main contractor or subcontractor during the 60 months preceding the start of the procurement. A similar work means the construction and commissioning of a low-current system in a new or renovated building, including an alarm and surveillance system, video surveillance, access control, automatic fire alarm system, and communications and computer network.
