The bidder must confirm that neither the bidder nor any entity whose resources it relies on for qualification is subject to the exclusion grounds under Section 95(1) of the Public Procurement Act. If the answer is no, the bidder must describe which exclusion grounds apply. The bidder must also confirm that neither the bidder nor any relied-upon entity is established or resident in the Russian Federation or the Republic of Belarus.

The bidder’s net turnover for each of the last two completed financial years must have been at least EUR 100,000; assuming the financial year follows the calendar year, these are 2024 and 2025. The bidder must submit Form 1 with the information needed to verify qualification. As a reference, the bidder must have properly performed at least one construction contract similar to the subject of the tender within the 60 months preceding the publication date of the contract notice; the contract must have been performed as a main contractor or subcontractor and must have included, among other things, installation of doors and either the construction of a new electrical system for a building or the reconstruction of an existing one. For the reference contracts, the bidder must provide the contract partner details, description of the works, contract validity period and, where applicable, the procurement reference number, and on request a confirmation letter from the client. For the construction project manager, Form 4 must be submitted; the project manager must hold either a professional certificate of Construction Engineer, level 6, specialty Building Construction, occupation Construction Management, or a professional certificate of Construction Manager, level 6, with the full specialization in general construction, or an equivalent qualification. Basic qualifications based only on education are not accepted as equivalent. A certificate issued in Estonia does not need to be submitted separately, as the contracting authority will verify it in the public professional register; if the certificate was issued outside Estonia, the bidder must submit the document proving the qualification and a document issued by the competent Estonian authority confirming equivalence to the required qualification. If the tender is submitted jointly, Form 8 with the power of attorney and confirmation of joint and several liability must be submitted. The tender must comply with the procurement documents, and if equivalence is relied upon, it must be explained and supporting evidence must be attached. The tender price must be submitted in euros excluding VAT in Form 3 and in the eRHR worksheet, and Form 2 plus a list of documents containing trade secrets with justification must also be provided.
