Compliance requirements
The bidder must confirm that neither it nor its management or authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, or any other exclusion ground stated in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Separate subcontractor control requirements apply during contract performance, but they do not replace the bidder’s own exclusion grounds requirements.
Qualification criteria and exclusion grounds
The bidder must meet the turnover requirements for the relevant lot(s): for Lot 1, net turnover in 2025, 2024 and 2023 must be at least EUR 50,000 for each of those years; for Lot 2, net turnover in 2025, 2024 and 2023 must be at least EUR 80,000 for each of those years. If a bid is submitted for both lots, the required turnover must be at least the sum of the relevant lot requirements. The bidder must also submit the participation application form (Form 2) and the price form for the relevant lot(s) (Form 3). For the lighting specialist required for Lot 1, the bidder must involve a specialist or project manager with at least the professional certificate 'Security Systems Designer, level 6' and the selected competence 'Emergency lighting design' or equivalent. If the certificate or other proof of qualification was issued outside Estonia, copies of the qualification document and an Estonian authority document proving equivalence must be submitted. The bid must include the data required in Form 4 for all involved specialists. The bid must comply with all tender documents, and any equivalent solution must be explained and supported by evidence.
