A similar contract is a construction or full-building reconstruction project for a public or social-function building or complex with at least 500 m² of enclosed net floor area, including structural and external envelope works, internal works, a new heat-recovery ventilation system, a new heating system, a new building automation system, a new electrical system and a new low-voltage system. References must be submitted on Annex 4 with the contract description, energy label and other required details. The bid must comply with the tender documents, and any equivalent solution must be explained and supported by evidence. In a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. If the bid contains trade secrets, they must be identified and justified; the bid price cannot be treated as a trade secret. The bidder must also confirm the sanctions-related subcontractor restriction: subcontractors and suppliers representing more than 10% of the contract value may not be Russian citizens, Russian residents, or entities established in Russia, nor persons or entities owned or controlled by them.
