Compliance requirements
The tender documents include the standard exclusion grounds, including convictions for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. If an exclusion ground applies, the bidder may be allowed to demonstrate self-cleaning, where permitted by the procurement rules or the tender documents. The machine-readable notice did not provide a complete list of exclusion grounds; the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must show an annual turnover of at least EUR 4,000,000 in the relevant field during the last three completed financial years. The bidder must have completed at least two similar construction contracts as main contractor within the 60 months before the start of the procurement. At least one reference must concern a building with an A or B energy label, or an equivalent building complex. A similar contract is a construction or full-building reconstruction project for a public or social-function building or complex with at least 500 m² of enclosed net floor area, including structural and external envelope works, internal works, a new heat-recovery ventilation system, a new heating system, a new building automation system, a new electrical system and a new low-voltage system. References must be submitted on Annex 4 with the contract description, energy label and other required details. The bid must comply with the tender documents, and any equivalent solution must be explained and supported by evidence. In a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. If the bid contains trade secrets, they must be identified and justified; the bid price cannot be treated as a trade secret. The bidder must also confirm the sanctions-related subcontractor restriction: subcontractors and suppliers representing more than 10% of the contract value may not be Russian citizens, Russian residents, or entities established in Russia, nor persons or entities owned or controlled by them.
