Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons with power of representation, decision-making or control, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that no prohibited or replaceable subcontractors are used in contract performance and that sanctions-related restrictions are respected. The machine-readable notice does not provide all precise exclusion grounds; the exact requirements must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must provide the project manager for the design service. The project manager must hold at least one of the following professional qualifications: authorised architect level 7 or equivalent, authorised landscape architect level 7 or equivalent, or authorised road engineer level 8 (roads) or equivalent. The bid must include the project manager’s CV showing the professional qualification in the form required in the tender documents. If the bidder wants to replace the project manager, the substitute team member must have equivalent competence. For service contracts, the bidder must also provide a list of service contracts that meet the contracting authority’s specified characteristics and were completed within the 36 months before the start of the procurement, including their value, dates and the other contracting parties. The public contracting authority may take into account experience older than three years.
