Compliance requirements
The bidder must confirm that none of the mandatory exclusion grounds under Section 95(1) of the Public Procurement Act apply. The bidder must also confirm that its place of residence or establishment is in Estonia, another EU Member State, another EEA contracting state or a country that has acceded to the WTO Government Procurement Agreement. If the tender documents contain any other exclusion grounds, those must also be complied with and checked in the official documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise exclusion or qualification requirements. The bidder must check the official tender documents. For the bid, the bidder must submit the completed bid form, a service description document that allows compliance with the technical specification to be checked, and a list of the expected waiting times for the offered procedures and examinations. If the tender documents require any experience, registration, certificate, team member or other proof, those documents must be submitted with the bid.
