Compliance requirements
The bidder must confirm that neither it nor any member of its management, administrative or supervisory body has been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering, child labour or human trafficking. The bidder must also confirm that no other exclusion grounds set out in the tender documents and the Public Procurement Act apply. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where this is permitted.
Qualification criteria and exclusion grounds
For performance of the framework agreement, the bidder must hold a food handling licence issued by the Agricultural and Food Board for its business area. The contracting authority will verify the existence of the licence itself. This requirement applies to lots 1–10: dairy products, bakery products, dry goods/preserves/canned goods, juices, fruit and vegetables, frozen products, pork products, beef products, poultry products and organic products. The bid must confirm that it complies with all conditions set out in the procurement documents, and the required bid price form must be submitted in the prescribed structure. If any lot requires register details, a code, an issuer or another proof, these must be provided in the form described in the tender documents.
