Compliance requirements
The bidder must not be subject to the exclusion grounds listed in the Public Procurement Act § 95(1) points 1–5, such as convictions related to organised crime or corruption, breaches related to illegal employment of foreign workers, offences involving child labour or human trafficking, tax debts, or sanctions violations. The bidder must also confirm that its place of residence or establishment is not in the Russian Federation or the Republic of Belarus. The machine-readable notice did not include more precise exclusion requirements; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be entered in the commercial register of its country of establishment, if this is required by the laws of that country. The bidder must state the annual net turnover for the last three completed financial years before the start of the procurement procedure; the turnover must be at least EUR 210,000 per year. If the bidder has been established or has started operating less than three years ago, the qualification is assessed only for the period of its existence. The bidder must submit a list of at least one similar contract completed during the last 36 months before the start of the procurement, where the subject was outdoor cleaning services, such as street cleaning, sweeping, car park cleaning, snow removal, ice removal, waste-related services, or planting and maintenance of green areas. The list must include the contract name, short description, performance period and the other contracting party. If the bidder relies on the resources of another company, such as a subcontractor, a jointly signed declaration must be provided showing that the resources are available, their use is agreed, and they will be used for contract performance. The bidder must also provide the form for the contract list and confirm that the listed works were performed properly and in accordance with the concluded contracts and good practice.
