Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its home country or an equivalent register. The bidder’s average net turnover for the last three financial years completed before the start of the procurement procedure must be at least EUR 9,000,000. The team must include a project manager with at least EQF level 7 professional qualification as a chartered civil engineer, specialisation in building construction, field of activity construction management, and a site manager with at least EQF level 6 professional qualification as a civil engineer, specialisation in building construction, field of activity construction management, or as a construction manager, level 6, specialisation in general construction. The same person may not act as both project manager and site manager. The bidder must have carried out at least 1 cold storage construction project of at least 1,000 m2 within the 100 months preceding the start of the procurement procedure. Similar works include construction, extension and/or full-building reconstruction of a cold storage facility as the main contractor, including as part of a larger building. The bidder must provide the name of the competent person and, if competence cannot be verified from a public database, a copy of the relevant certificate. If the bidder is established outside Estonia, it must provide a copy of an equivalent professional certificate issued in its home country or evidence that the competent person holds the relevant professional qualification under the laws of that country. The bidder must also provide contract data for completed similar works and, where available, client confirmation letters.
