Purchase of insurance services

Summary

The contracting authority is procuring insurance cover for its assets for a two-year period and intends to conclude a framework agreement with one bidder. The tender is divided into three lots: property insurance, comprehensive motor insurance and motor third-party liability insurance. A bidder may submit an offer for up to all 3 lots, and a contract may be awarded for up to 3 lots to one bidder. The bidder must meet the exclusion grounds, be registered in the commercial register, and have the required insurance activity licence and/or registration. The bid must include the required declaration, any power of attorney, the insurance service conditions, the price form and confirmations on policy issue, reinsurance and claims handling arrangements in Estonia.

Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation participation, corruption and fraud. If an exclusion ground applies, the bidder may provide evidence of self-cleaning and restored reliability where allowed by the procurement rules or the tender documents.

Qualification criteria and exclusion grounds

The bidder must be registered in the commercial register of its home country. For the insurance service, the bidder must have the necessary operating licence and/or registration; the contracting authority checks this against the Financial Supervision Authority’s public data, and if public data are not available, supporting documents must be submitted. If the bidder is an insurance intermediary, it must prove that it is entitled to provide intermediary services and that the insurer it intermediates for holds the relevant licence. For the lot(s) concerned, the bidder must also submit the required declaration form, the tender validity period of at least 3 months, the joint bidders’ power of attorney if the bid is joint, the insurance service conditions in line with the technical specification, confirmation that policies will be issued no later than 10 calendar days before the insurance period starts, confirmation that a reinsurance agreement will be in place when the contract is signed, and the details of a claims handling department, branch or cooperation partner in Estonia, together with the partner’s written confirmation if applicable. The bid must comply with all tender documents and may not contain additional conditions.
