Compliance requirements

The contracting authority will exclude a bidder or joint bidder if a ground for exclusion under Section 95(1) of the Public Procurement Act applies. The contracting authority may also exclude a bidder or joint bidder if a ground under Section 95(4) applies. When submitting the bid, the bidder must confirm that no exclusion grounds apply. Before signing the contract, the contracting authority will verify, on the basis of evidence, that the exclusion grounds listed in Section 95(1) do not apply to the bidder or joint bidder. Qualification criteria and exclusion grounds

The bidder must have a valid operating licence on the date of submission for providing outpatient haemodialysis services or haemodialysis treatment for patients with kidney failure at the place where the service will be provided. The licence must cover the locations where the bidder will actually provide the service. The bidder must state the licence number in the tender form; if there are several licences, all licence numbers must be given. The contracting authority will verify the licence and the confirmation with the Health Board. For 2025, the bidder’s net turnover from healthcare services must be at least EUR 188,611. The required turnover is calculated per one doctor working full-time in outpatient care and increases proportionally according to the number of doctors and their workload stated in the bid. The bidder must enter the 2025 turnover amount in the procurement register. In the 12 months before the decision to launch the procurement, the bidder must have provided haemodialysis services at least 50 times. The bidder must confirm this in the procurement register. The contracting authority will verify the experience using data from the Health Insurance Fund database or discharge summaries entered in the health information system.
