Compliance requirements
The bidder will be excluded if it has tax debts, social security contribution debts or environmental charge debts, unless payment has been deferred. For Estonian bidders, the contracting authority checks this directly with the Tax and Customs Board; bidders established outside Estonia must provide evidence of the absence of such debts if requested.
Qualification criteria and exclusion grounds
The bidder must have annual turnover of at least EUR 200,000 in each of the last three completed financial years that ended at least 6 months before the start of the procurement procedure. For bidders established outside Estonia, the contracting authority may request signed annual accounts or equivalent documents as proof.
The bidder must also have, as main contractor, built and handed over at least two solar power plants in the 60 months before the procurement start date. Each plant must have a total capacity of at least 30 kW and include an energy storage system. The bidder must state the client name and contact details, description of the contract subject, the bidder’s role in performance, and the acceptance date of the works (month and year).
The tender documents also require the bidder to submit a complete price offer or bill of quantities, fill in the technical compliance form, confirm acceptance of the contract penalties, confirm compliance with the support-measure conditions, and provide the volume table. If the bidder is a joint venture, a power of attorney from the authorised representative must be attached. If the offer contains trade secrets, the bidder must identify them and explain why.
