The bidder must confirm that neither it nor its management or authorised representatives have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing, child labour or other forms of human trafficking. The bidder must also confirm compliance with tax and social security payment obligations. If any exclusion ground applies, the bidder may submit evidence of self-cleaning where permitted.

The bidder’s net turnover in the road surfacing sector for each of the last three completed financial years must be at least EUR 100,000 per year. In the 36 months before the start of the procurement, the bidder must have carried out at least 2 construction works meeting the contracting authority’s specified characteristics: construction of surfaces with 2.5-fold surfacing, with a total area of at least 10,000 m2. The ESPD must include a list of these works together with the contracting partner’s contact details and the procurement reference number. The tender must comply with all requirements set out in the tender documents, and conditional tenders are not allowed. The tender price must be submitted in the required structure.
