Compliance requirements
The bidder must confirm that neither it nor the members of its management bodies have been convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other criminal offences listed in the tender documents. It must also confirm that no other exclusion grounds listed in the ESPD apply. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the ESPD and confirm that the bid complies with the tender documents. The compliance conditions require confirmation that subcontractors and suppliers representing more than 10% of the contract value are not used if they are citizens, residents or entities established in the Russian Federation, or if they are more than 50% owned by such persons or entities, or act on their instructions. In a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. Any trade secrets must be marked in the bid and justified. The team must include at least one project manager and at least three international mentors. The project manager and mentors must be documented with the relevant CVs or other required information on the RHAD Annex 3 forms. The bid solution must be submitted in accordance with RHAD Annex 1, point 6. If any precise qualification or compliance requirement was not fully visible in the machine-readable notice, it must be checked in the tender documents.
