Transport services for children with special educational needs

The tender documents include the standard exclusion grounds for criminal organisation involvement, corruption and fraud. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where allowed by the procurement rules or tender documents. The machine-readable notice does not provide a complete list of all exclusion grounds, so the official tender documents must be checked.

The bidder must hold a valid operating licence required for the service by the bid submission deadline: either a community transport operating licence or a taxi transport licence. The bidder must state the existence of the licence and its number in the ESPD. The bidder must have, or have at its disposal, a sufficient number of technically sound vehicles of the required size. The vehicles must be listed on the certified copy of the community transport licence or have a taxi vehicle card. The bidder must provide a vehicle list with make, seating capacity and registration number. If the bid is submitted as a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The bid must comply with all tender document requirements and conditional bids are not allowed. The bid price must be submitted in the required structure. If the bid contains trade secrets, they must be briefly described and justified; the bid price and partial prices may not be marked as trade secrets.
