Purchase of a controller-based monitoring and control system for state road lighting with installation of distribution board controllers

The tender documents include the standard exclusion grounds under the Estonian Public Procurement Act, including criminal organisation participation, corruption, fraud and other mandatory exclusion checks. The bidder must answer the exclusion questions, and where applicable may provide evidence of self-cleaning. The notice also requires confirmation that the bidder and its representatives are not subject to the relevant exclusion grounds.

The bidder must provide turnover data for the last completed financial year before the start of the procurement. The minimum annual turnover is EUR 300,000. Joint bidders may aggregate turnover. If the bidder relies on another entity, that entity’s data and, on request, supporting documents proving the turnover must also be provided. For technical capacity, the bidder must submit a list of at least one sales contract for a controller-based monitoring and control system completed within the last 60 months before the start of the procurement. On request, the buyer’s confirmation of the contract scope, completion date and value excluding VAT must be provided. If the bidder relies on another entity’s resources, that entity’s details and consent to participate in direct performance of the contract in the relevant part must also be submitted. For compliance, the bidder must provide the manufacturer’s technical specification or another manufacturer-issued document for the distribution board controllers and the control software to prove compliance with the technical description. The price schedule must be completed in full, with all amounts in euros to two decimal places and excluding VAT. The bid must comply with the procurement documents and, where necessary, equivalent solutions must be supported by evidence.
