Compliance requirements

The bidder must confirm that neither it nor its management or authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, terrorism or related offences. The bidder must also confirm that it does not breach sanctions-related restrictions, does not use a prohibited subcontractor, and has not submitted prohibited or incorrectly declared information in the bid. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted.

Qualification criteria and exclusion grounds

The bidder’s net turnover for each of the last three financial years ended by the start date of the last three public procurement procedures must be at least EUR 5,800,000 per year. The bidder must provide the net turnover figures for the last three financial years and, upon the contracting authority’s request, an extract from the annual accounts or other proof of turnover. The bidder must demonstrate experience in performing major construction contracts completed within the last 60 months; the contracting authority may also take into account older completed construction contracts if needed to ensure sufficient competition. The bid must confirm compliance with the tender documents and include the required confirmations and, where applicable, the joint bidders’ power of attorney and information on the share of the contract to be performed by each joint bidder. If the tender documents require additional evidence, certificates or other documents, these must be submitted with the bid.
