Compliance requirements
The tender notice includes the standard mandatory exclusion grounds, including criminal organisation participation and corruption. The bidder or its management, administrative or supervisory body members, or persons authorised to represent, decide for, or control the bidder must not have a final conviction within the last five years for the listed offences, unless the exclusion period has expired. Qualification criteria and exclusion grounds
The bidder must submit a bid that complies with the procurement documents. Conditional bids are not allowed. The bid price must be provided in euros both in the eRHR price form and in Form 1; if they differ, the total calculated from Form 1 without VAT prevails. A power of attorney must be attached if the person submitting the bid does not have representation rights in the commercial register. In a joint bid, an authorised representative must be named and a joint bidders’ power of attorney must be attached. If the bidder uses a subcontractor, the subcontractor confirmation on Form 2 must be submitted. The bidder must also confirm equivalence where equivalent solutions or evidence are relied on.
