Compliance requirements

The bidder must confirm that neither it nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking. If such a ground applies, the bidder may submit evidence of self-cleaning measures where this is allowed for this procurement. The bidder must also confirm that its place of residence or establishment is in an allowed country and not in the Russian Federation or the Republic of Belarus. In addition, a conflict-of-interest and ethics declaration must be submitted, together with powers of attorney and details of authorised persons where required.

Qualification criteria and exclusion grounds

The bidder must have completed at least one construction contract similar to the subject of the contract within the 120 months before the start of the procurement. The reference work must concern the construction or reconstruction of a port or coastal protection structure, including a breakwater, wave breaker or shoreline protection, with a length of at least 50 linear metres. The bidder must provide the contract details and, on request, evidence that the work was performed properly. If the bidder relies on another undertaking’s resources, the bidder must also provide the details and evidence required for that undertaking. The tender documents also require the work schedule/quantity list to be completed in the prescribed format and the bid to be submitted only in the required structure.
