The bidder must confirm that neither the bidder nor the members of its management, administrative or supervisory bodies, procurators or other persons with power of representation have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or other offences related to terrorist activity. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must demonstrate technical and professional capability. During the year preceding the start date of the procurement, the bidder must have at least 2 properly performed reference contracts for the inspection of fuel tanks in at least two different terminals. A list of the contracts must be submitted with information on their value, dates and the other contracting parties, and the contracting authority may verify the references. The laboratory used for analyses must be accredited to ISO/IEC 17025:2017, and the bidder must provide confirmation and details in the ESPD. The tender must comply with the technical specification, and the required annexes must be submitted.
