Compliance requirements
The bidder must confirm that neither the bidder nor the members of its management, representation or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, use of child labour or other forms of human trafficking, participation in a criminal organisation, or offences related to a terrorist act or terrorist activity. If such a ground exists, the bidder may submit evidence of self-cleaning, where allowed in the procurement. The ESPD also requires answers to the other exclusion-ground questions and, where necessary, information on persons who are not visible in the business register and have authority to represent or control the company or make decisions on its behalf.
Qualification criteria and exclusion grounds
The bidder must have completed at least one similar construction contract within the 60 months before the contract notice date. The reference must concern construction works on a heritage-listed building or building complex with a closed net area of at least 200 m². Similar works mean full-scope construction works for a building, including renovation or reconstruction, performed as the main contractor, and including at least the construction or reconstruction or renovation of the load-bearing and external envelope structures and the construction, renovation or reconstruction of the interior spaces. The bidder must provide a confirmation letter from the client proving that the reference contract was performed in accordance with the contract and good practice, together with information on the project characteristics. The confirmation letter is not required if the client is Tori Vallavalitsus. For a successful contract, the bidder must also state the procurement reference number. For design services, the bidder must have completed at least one equivalent assignment as main contractor within the 36 months before the contract notice date: design of a building with a designed area of at least 200 m² of closed net area. The design work must have been completed at least at preliminary design stage, including structural design and building services design such as heating and ventilation, cooling and heat supply, electrical installation and energy efficiency, and automation. The machine-readable notice did not include the full precise requirements; the remaining details must be checked in the official tender documents.
